CHENNAI, MAR 7: Eight companies are in the race for developing the
multi-product Special Economic Zone (SEZ) project being planned at
Perambalur district in Tamil Nadu. The short listed companies include
well-known entities from New Delhi and Mumbai.
Sources in the know told FE that the Tamil Nadu Industrial Development
Corporation Ltd (TIDCO) has already short listed eight companies for the
project. Out of which six companies would be selected and asked to
prepare the concept paper for the SEZ project. The selection process
would depend on certain parameters like net worth of the company, cash
flow, experience in the similar field, capability to bring anchor client
etc. However, they refused to disclose the names of the shortlisted
entities.

The second stage of the selection process will be based on the scorecard
of the eight short listed companies on all these parameters. Top six
companies will be selected and move to the next stage of preparing
concept paper for the project. TIDCO board would then select the best
among the six concept bidders and award the contract. It would be purely
technical as there is no price bid for the project.

The government is also working on acquiring land for the SEZ. A
government order (GO) has been issued recently for acquiring 3,000 acres
of land for the project. All the preliminary paper work has been done.
Now, the revenue authorities would start acquiring the land through
special acquisition units. The cost of acquiring the required land would
anyway be charged to the joint venture company, which would be formed
between TIDCO and the selected entity.

The Perambalur SEZ project was originally envisaged as a multi-product
zone. The project is targeted at industries like textiles, garments,
leather, engineering and auto. The government of India has already
granted in principle approval for a SEZ status for the project.
